After joining the Ministry of Health, Labour and Welfare (MHLW), Takahiro Goto has served in various positions including pharmaceutical regulations, food safety and occupational health. He has extensive experience in the field of international relations, such as ICH and global health including contributions to COVAX, CEPI, GHIT and GARDP, as well as coordinating political level meetings and accompanying ministers on political travels. While earning his MPH at Emory University in the US, he also conducted research on QSAR for over a year at the US CDC. Furthermore, he worked in pharmaceutical regulation at WHO in Geneve, Switzerland for three years and a half from 2018, particularly during the COVID-19 pandemic, where he was involved in the safety evaluation of COVID-19 vaccines. He then took charge of research and development of pharmaceuticals at AMED and joined VGI in April 2025. Ph.D. (pharmaceutical science).
